POSITION SUMMARY

Supports and enhances effective State and Federal advocacy related to state policy issues, including issues with the NAIC, through strategic issue assessment, policy development and analysis, timely production of advocacy materials, thought leader development, and coalition building.

Fundamental Components:

Develops and executes the Public Policy Plan for NAIC and other state policy issues; includes utilizing environmental scan and incorporating business priorities from business leaders and Government Affairs colleagues to set priorities for position development and State and Federal advocacy material preparation, updating the plan for changing events as necessary.

Identifies the key policy issues and debates related to the NAIC and other state policy issues and Government business; collaborates with business leaders to understand business priorities; develops, recommends, and gains approval of Aetna policy positions on these issues.

Drafts and gains company approval on full range of advocacy materials for use with State and Federal legislators and regulators which effectively articulate rationale for Aetna positions.

Synthesizes and utilizes up to date data and analyses supported by credible external thought leadership. Material to be produced include full range of policy papers; slide decks, issue briefs, and talking points, that are logical, analytical and well written for intended audience.

Actively and strategically educates and develops strong working relationships with a set of external, credible thought leaders (Key Opinion Leaders) in think tanks and academic institutions who exert tangible thought leadership on key state policy issues, particularly those involving the NAIC, including AHIP and other large health insurers and coalitions.

Attend NAIC meetings and participate in the industry regarding the development of model laws and regulations consistent with the NAIC strategic plan as developed by the SGA team.

Working with SGA, routinely reports on NAIC issues and participate in SGA strategic plan regarding NAIC issues, identify the Tier 1 and Tier 2 issues which will significantly impact Aetnas business segments.

Coordinate with SGA team to track NAICs state, federal and international affairs issues and priorities and develop a familiarity with our business segments operations concerns and interests.

Monitor and assess relevant NAIC state, federal and international developments to Aetna of emerging issues and share current events, trends, news developments that may impact Aetna and its business lines.

Anticipate and identify opportunities to advance Aetnas key priorities through strategic positioning and communications efforts, in coordination with the State Government Affairs team.

BACKGROUND/EXPERIENCE desired:

5-10 years of experience in either state or federal public policy and/or in a legislation or regulatory affairs arena related to NAIC.

EDUCATION

The highest level of education desired for candidates in this position is a Bachelor's degree or equivalent experience.
